Retired career diplomat Harry Cahill, who oversaw refugee operations in Bosnia, will speak on “The Challenge of the Balkans” on Wednesday, April 18, at 7:30 p.m. in the Nott Memorial.
Cahill's career spans 33 years as a foreign service officer in the U.S. Department of State, the final 13 years with the rank of minister-counselor. During retirement, he has been recalled to duty at the State Department for several months each year. He also has taken on other non-State assignments.
Last year, he was elections supervisor for three Bosnian elections in Tuzla, Banja Luka and Zagreb. He also served as program officer for Latin American migration and refugee issues.
During his career with the Department of State he served as minister-counselor of the U.S. Mission to the U.N., responsible for economic and human rights issues at the U.N. He was also consul general to Bombay, India, promoting American political, economic and cultural interests in one of the largest and busiest U.S. diplomatic posts.
He is the author of The China Trade and U.S. Tariffs (Praeger, 1973).
