Huggins Publishes Expanded Edition

Martha Huggins, Roger Thayer Stone Professor of
Sociology, has published an expanded edition of Political Policing: the United States
and Latin America
(Duke 1998) in Brazil as Policía e Política: Relacoes Estados
Unidos/America Latina
(Cortez 1998). The latter has been covered extensively in the
Brazilian press, including receiving four pages in Folia de Sao Paulo and articles
in the Federal Capital's Jornal da Brasília and in Rio de Janiero's O
Globo
newspapers. Two five-minute interviews with Huggins were shown nationally on
Brazil's Globo television station. Huggins also was interviewed about Polícia e
Política
on a national radio program in Brazil. There have been two televised debates
on her book. Argentina's progressive newsmagazine, Noticias, has carried an
article about Political Policing.

In September, Huggin's research for a new book, Tortured
Consciousness
– about Brazilian torturers and murderers – was featured in a
Discovery Channel presentation of “The Roots of Evil,” a three-part documentary.

Huggins recently presented papers on Politcal Policing
and Tortured Consciousness at the Federal University of Rio de Janiero, the
University of Wisconsin, at international conferences in Montreal, Maputo, Mozambique, and
at meetings of the American Sociological Association and Latin American Studies
Association.

AAC Minutes Listed

November 2, 1998

1. The minutes of October 26, 1998 were approved.

2. Cherrice Traver presented a request for Division IV to
change the name from Engineering and Applied Science to Engineering and Computer Science.
The proposal was unanimously approved.

3. Danette Slevinski raised the possibility of course
credit being allocated for laboratories. Various ideas were proposed and discussed. It was
agreed that the discussion would continue both in the divisions and in the AAC. Barbara
Danowski suggested that the AAC Division III and IV representatives bring the issues to
their divisions.

4. Calendar discussion continued.

Posters on Display in F.W. Olin Center

A number of poster panels are on display throughout the
F.W. Olin Center.

First-floor display cases contain photographs and
artifacts from the Apollo program, which was featured during the building dedication
several weeks ago by former astronaut Harrison Schmitt.

Topics covered by panels on the upper floors include
“Advanced Spatial Graphics Lab – Room 002,” Analytical Instruments and
Clean Lab,” “Sediment Core Analysis Lab – Room 302,” “Fission
Track Dating and Thermal Dating” and “Radon: A Hazard and a Help.”

Mayor names Hull, Golub patroons

Schenectady, N.Y. (Nov. 9, 1998) – Union President Roger Hull and Price Chopper Supermarkets President and COO Neil Golub were named Schenectady Patroons at a City Hall ceremony on Wednesday afternoon with Schenectady Mayor Albert Jurczynski.

“I can think of no two people more deserving of the Patroon Award than Roger Hull and Neil Golub,” the mayor said. “Their names have become synonymous with accomplishment and dedication to improve Schenectady and the lives of its citizens.”

Hull and Golub were recognized for being the architects of Schenectady 2000, the community revitalization organization established in 1993. Last year, Schenectady 2000 was successful in establishing the Metroplex Authority, a multi-million dollar economic development initiative to revitalize downtown Schenectady through renovation and new construction projects.

The City's most prestigious award, the Patroon, was established in 1954 by Mayor Archibald C. Wemple. It is awarded to persons who have rendered distinguished service to the city and its visitors. According to the original document by Wemple, “the title will be awarded only to those who, by their deeds, have brought distinction to the City of Schenectady, and to those who, by their presence here in the City of Schenectady, lend dignity and honor to the community.”

Other notable Patroons have included Ronald Reagan; Hubert H. Humphrey; Rocky Marciano, former heavyweight boxing champion; Lowell Thomas, famous news commentator during the World War II era; and Tom Constantine, head of the U.S. Drug Enforcement Administration.

Union College’s Graduate Management Institute adds eight to Advisory Council

Schenectady, N.Y. (Nov. 9, 1998) – Union College's Graduate Management Institute (GMI) has named eight leaders in business, law, education and government as the newest members of its Advisory Council, it was announced by Joseph P. Zolner, director of GMI.

“The growth of our Advisory Council is part of GMI's ongoing strategy to increase the visibility and community impact of Union's high-quality MBA program,” Zolner said. We are extremely confident that these leaders will bring their outstanding talent to GMI. The Advisory Council provides Union's MBA programs with invaluable counsel and a critical 'real-world' perspective. These newest members – three of whom are Union College alumni – bring a range of strengths to GMI.”

Warren Bagatelle
Managing Director, Loeb Partners Corporation

Mr. Bagatelle specializes in Equity Capital Markets. Loeb Partners is a New York City investment banking firm. Prior to joining Loeb Partners in 1988, Mr. Bagatelle was Chairman and Chief Executive Officer of another New York City investment banking firm. He began his professional career as a CPA with Arthur Andersen & Co. followed by twelve years in senior management with various industrial companies. He is a member of the boards of directors of Energy Research Corporation, Genisys Reservation Systems, Inc. and Wave Entertainment, Inc. Mr. Bagatelle received his B.A. in Economics from Union College and an M.B.A. from Rutgers University.

Eleanor P. Bartlett
Retired Deputy Superintendent, Albany City School District

Ms. Bartlett served the City School District of Albany, New York from 1971 until 1998 when she retired as Deputy Superintendent. She has held a number of professional appointments including Vice President of the Administrators Association and was named Principal of the Year in 1994. Ms. Bartlett is also active in community affairs and serves on a number of boards including the Albany Arts Commission. She holds a B.A. degree from West Virginia State College and an M.A. from the College of St. Rose.

Charlotte S. Buchanan
Retired attorney formerly with McNamee, Lochner, Titus & Williams, P.C.

Ms. Buchanan received a B.A. degree from Lawrence University and a J.D. degree from Albany Law School. In addition to her legal work, she taught a biomedical ethics course at SUNY-Albany for five years. She has served on a number of boards including Albany Medical Center, Albany Law School, Kaiser-Permanente – Northeast Division, and the Albany-Tula Alliance. She also chaired the New York State Commission on the Capital Region.

Margaret B. Buhrmaster
Director, Office of Regulatory Reform, NYS Department of Health

Ms. Buhrmaster directs all regulatory processing within the New York State Department of Health and coordinates health reform activities with the Governor's Office of Regulatory Reform. Before assuming her current position, she was a Schenectady County Legislator for seventeen years, serving as Chairman of the County Board for the last five years. She was a prime developer of Schenectady Economic Development Corporation, Conifer Park and MVP Health Plan, as well as owner of her own personal and professional development business, Burch & Associates. She has a B.S. degree from Syracuse University.

Thomas W. Carroll
President, CHANGE-NY

Mr. Carroll founded and runs the Empire Foundation for Policy Research, an independent “think tank,” and CHANGE-NY, the state's largest taxpayer organization. He previously served as Governor George E. Pataki's deputy director of regulatory reform, as a top fiscal and economic advisor to Senator Joseph Bruno and as a research aide to Senator Kenneth P. LaValle, chairman of the Senate Committee on Higher Education. Mr. Carroll, a graduate of the State University of New York at Albany, has also held positions in the state Division of the Budget and the research and fiscal staffs of the Assembly Republican Leader.

William C. Dehmer
Regional Executive, The Chase Manhattan Bank

Mr. Dehmer is responsible for the bank's business in a substantial portion of upstate New York. He was an executive of the Chemical Bank prior to its merger with Chase. A 1980 graduate of Siena College with a B.S. in Finance, Mr. Dehmer has taken a number of graduate courses at Russell Sage College and is a graduate of the Stonier School of Banking at the University of Delaware. Over the past ten years, he has served as Chairman of the Capital Group of Robert Morris Associates, a professional association of corporate bankers; a board member of Our Lady of Mercy Life Center as well as a member of a number of other civic boards.

Jay W. Freeland
General Manager – Northeast Region, General Electric Energy Services

Mr. Freeland was appointed to his position in June 1998. His responsibilities include product and service sales plans for eleven states plus the District of Columbia. Previously, he was General Manager for Sales and Customer Quality Initiatives within Global Sales for GE Energy Services. Mr. Freeland joined GE in 1991 following his graduation from Union College where he earned a B.A. degree in Economics.

Peter J. Mansbach
Of Counsel, Kronish Lieb Weiner & Hellman L.L.P.

Mr. Mansbach is a director of various companies including Republic New York Corporation and Republic National Bank of New York and Chairman of the U.S. Group and Member of the Directoire of the European Group of Van Cleef and Arpels. He received his B.A. from Union College and a law degree from Columbia University School of Law as a Harlan Stone Scholar.

The Graduate Management Institute offers a limited number of rigorous masters-level programs in management to a diverse and highly-qualified group of students. GMI offers MBAs in management, health systems administration, international management and accounting; masters of science in health systems management, industrial administration and computer management systems. GMI also offers joint-degree programs with Albany Medical College, Albany Law School and Albany College of Pharmacy.

Union-Schenectady Plan Discussed; Meetings Set

A week after the College announced
the Union-Schenectady (US) Initiative, a broad-based plan to revitalize the neighborhood
west of campus, meetings have been held or scheduled for members of the local and campus
communities.

On Monday, College employees discussed the plan in some
detail with College administrators. Plans are to have information on the program at the
Employee Benefits Fair on Nov. 19.

A community meeting has been scheduled for Thursday, Nov.
12, at 7 p.m. in St. Anthony's Church Hall, 331 Seward Place. Refreshments will be
served. There will also be children's activities during the meeting.

The US Initiative includes a number of incentives for both
homeowners and College employees, including scholarships, special mortgage programs,
community outreach programs, the establishment of a neighborhood association, and the
relocation of Union's safety office to provide a secure presence in the neighborhood.

Key elements include:

— Scholarships covering the full cost of tuition for
eligible homeowners

— College acquisition of a number of properties to be
renovated and used for student housing and faculty residences

— Mortgage incentives for College employees

— A College-run community outreach program

“I am convinced that the outcome of these efforts
will truly result in a win-win for Union and Schenectady. Our interests are inextricably
linked – when Union benefits so does the City, and when the City benefits so does
Union,” President Roger Hull said at the announcement. “This initiative comes at
a time when the competition among quality liberal arts colleges has never been greater. If
we fail to act and ignore the issues around us, we are ultimately hurting our – and the
City's – future.”
