You must have your basic pages, categories and posts created
before you can create your menu.
I know it sounds backwards, but remember that your menu is just a collections of links to your existing content.

Creating a New Navigation Menu
Go to Dashboard | Appearance | Menu.
In the Edit tab, click on the link to create a new menu.
Give your Menu a name and click on the blue Create Menu button.
Scroll to the bottom and confirm your settings.
Checking the Primary Menu box means tha your menu will be in the location that your theme uses for the primary menu.
Don’t forget to click the blue Save button in the lower right corner!
First, bypass the theme defaults of using your pages and posts as menu items.
Dashboard | Appearance | Theme Options | Navigation | Pages tab
– In the top section, uncheck all of your pages to exclude the pages from the Navigation Bar by clicking on the green check mark to change it to a red X.
– Make sure that the <Show dropdown menus> and the <Display Home Link> buttons are enabled.
– Do the same things for your posts by selecting the Categories tab and unchecking your posts.
– Scroll down to the bottom and save your changes.
