The text editing bar has 2 levels and sometimes only one level is showing, limiting the editing capabilities.

 

If your tool bar only has one level, click on the <Toolbar Toggle> icon in the tool bar.  

 

The second tier of editing buttons will appear and look like this:

 

Clicking on the <Toolbar Toggle> icon again will “hide” the bottom row of editing icons.
